My Sister was in a wheelchair for 14 years of her life. There are tons of people that think like this already. Her city hall was on the second floor of a building with no elevator. She was the person that got the rules changed in rest areas so that disabled women could be accompanied in the rest room by a male helper. Disabled people care about disabled people. Anyone who has been Christmas shopping with a disabled person cares about disabled people. And how in the world does a title like this get past an editor?
